How to get a Liquor License in Iowa?

Feb 7, 2024 | 3 min read

To obtain a liquor license in the state of Iowa, you must follow the procedures outlined by the Iowa Alcoholic Beverages Division (ABD). As of January 5th, 2024, all applicants for new alcohol licenses are required to upload all relevant documentation into the eLAPS system before being able to submit the application. The required documents vary depending on the type of license. The applicant and premises must also meet certain requirements, including demonstrating “good moral character”. The licensing process is available entirely online and can be completed through the GovConnectIowa platform or the eLAPS system.

Action Item 1: Determine the Type of License Needed

  • Purpose: To understand which type of liquor license is suitable for your business.
  • Instructions: The type of license needed depends on the nature of your business. For instance, there are different licenses for retailers, wholesalers, manufacturers, importers, and brokers. There are also additional licenses and permits available, such as Catering Privilege, Special Class "A" Beer Permit (Brewpub), Outdoor Service Areas, Living Quarters Permit, and Temporary (Special Event) Licenses.

Action Item 2: Prepare Required Documents

  • Purpose: To ensure that you have all the necessary documents ready for the application process.
  • Instructions: The required documents vary depending on the type of license you’re pursuing. For example, for a Class "F" Retail Alcohol License, you need to provide Proof of Control of Property and a sketch of you premises. For a Special Class "C" Retail Alcohol License, in addition to the previous documents, a TTB Brewer’s Notice is required.

Action Item 3: Apply for the License

  • Purpose: To officially start the process of obtaining a liquor license.
  • Instructions: You can apply for the license online through the eLAPS system or the GovConnectIowa platform. The ABD recommends applying at least 45 days in advance of your event, ensuring your application is approved by a local authority, and forwarded to ABD at least 15 days prior to the effective date.
